SEC. 13. And be it enacted, That immediately upon the
sale of the bonds provided for by this Act, the four aforesaid
Commissions shall proceed to secure proper sites for their re-
spective school houses (if the said Commissions shall deem
the purchase of said sites as necessary) ; and each of the Com-
missions mentioned in this Act shall proceed to secure proper
plans f or .their respective school houses; and after the securement
and adoption of proper plans and specifications, which shall be
left with the Superintendent of the Board of County School Com-
missioners for Kent County for public inspection, each of the
Commissions mentioned in this Act shall advertise at least
once a week for four successive weeks, in two newspapers
published in Kent County, Maryland, for bids for the con-
struction of their respective school houses, and shall award
their respective contracts to the lowest responsible bidder, who-
will enter into contract and execute a sufficient bond with
approved security for the erection and completion of said pub-
lic school houses, each of the said Commissions, however, to have
full power in their discretion to reject any and all bids, and
to advertise for other bids.
SEC. 14. And be it enacted, That each of the Commissions
mentioned in this Act shall have the power to have condemned
such quantity of land as they may deem necessary in order
to carry out the provisions of this Act under the provisions
of Chapters one hundred and seventeen and five hundred and
thirty-two of the Acts of the General Assembly of Maryland
passed at the January Session of 1912.
SEC. 15. And be it enacted, That the members of the Ches-
tertown Public High School Commission before entering upon
the discharge of the duties imposed upon said Commission by
the provisions of this Act, shall collectively as such Commis-
sion give bond in the penalty of twenty thousand dollars;
likewise the members of the Rock Hall Public High School Com-
mission before entering upon the discharge of the duties imposed
upon said Commission by the provisions of this Act, shall collec-
tively as such Commission give bond in the penalty of twelve
thousand dollars; likewise the members of the Millington Public
School Commission before entering upon the discharge of the du-
ties imposed upon said Commission by the provisions of this
Act, shall collectively as such Commission, give bond in the pen-
alty of nine thousand dollars; and likewise the members of the
Betterton Public School Commission before entering upon the
discharge of the duties imposed upon said Commission by the
