CHAPTER 191.
AN ACT to add a new Section to Article 23 of the Code of Public
General Laws of Maryland, 1912, title "Corporations," sub-
title "Public Service Commission," to follow immediately
after Section 435, to be known as Section 435-A.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be added to Article 23 of the Code of
Public General Laws, 1912, title "Corporations," sub-title
"Public Service Commission," to follow immediately after Sec-
tion 435, to be known as Section 435-A, to read as follows :
435-A. Whenever the commission shall be of the opinion,
after hearing, upon its own motion or upon a complaint made,
as provided in this sub-title, that it would be reasonably advis-
able and proper to require common carriers to give receipts for
containers of dairy products or of other property or goods re-
ceived for transportation within this state, whenever said con-
tainers are intended to be returned; the commission shall de-
termine the form of said receipt and the proper regulations in
respect to the issuing of the same, and the return of said con-
tainers, subject to the provisions of this Section, and shall so
fix and prescribe the same by order to be served upon every
common carrier or other person or corporation to be bound
thereby; and thereafter it shall be the duty of every such com-
mon carrier, or other person or corporation, to observe and obey
each and every requirement of every such order so served upon
it; no common carrier shall charge a greater rate where such
receipts are issued than they would otherwise be entitled to
charge for the services performed.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 192.
AN ACT to authorize the County Commissioners of Kent County
to provide for the building of public school houses in Chester-
town, Rock Hall, Millington and Betterton, and to issue bonds
to pay for the same, and to levy an annual sum to pay such
bonds and the interest thereon as they mature, and to appoint
commissions for the building and equipping of said public
school houses.
