time, as they may deem necessary, due notice of which shall be
in writing and signed by them. A majority of the Council shall
constitute a quorum for the transaction of business, but no ordi-
nance shall be adopted without the affirmative vote of four mem-
bers ; and the Council shall pass rules and by-laws for their gov-
ernment while in session.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 181.
AN ACT to add one new Section to Article 16 of the Code of
Public Local Laws, title "Montgomery County," sub-title
"Roads," said Section to come after Section 167-A and to be
known as Section 167-B, providing for levy by the "Board of
County Commissioners for repairs and renewals and erection
of bridges and culverts, and the distribution of the same by
election districts.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following new Section be and is hereby added to
Article 16 of the Code of Public Local Laws of the State of
Maryland, title '' Montgomery County,'' sub-title '' Roads,'' said
new Section to come in after Section 167-A, as enacted by
Chapter 108 of the Acts of the General Assembly of 1912 and
to read as follows:
SEC. 167-B. The Board of County Commissioners of Mont-
gomery County shall annually make a general levy of an amount
sufficient, with such other funds applicable thereto, for the re-
pair and reconstruction of bridges and culverts and approaches
thereto. Said funds to be apportioned to the several election
districts according to the road mileage in said districts after
provision has been made for new bridges as hereinafter pro-
vided.
On or before the first of May in each year the County Com-
missioners shall make a schedule of all bridges that are to be
renewed or new bridges in new locations to be built in the en-
suing year, and, whenever said Board shall determine that
there is a general demand on the part of the citizens and tax-
payers of any election district or districts for a new bridge in
a new location in such district, the Board shall set aside from
