same mature from time to time until all said bonds shall have
been paid.

SEC. 4. And be it enacted, That the proceeds of the sale of
said bonds shall be paid over to the Commission hereinafter to
be named, and to be known as the Kennedyville Public School
Commissions, to be used and applied by said Commission ex-
clusively in the purchase of a suitable site of such quantity of
land as said Commission may deem necessary (if any shall be
necessary) and in the building and equipping of a public school
house in Kennedyville; and said proceeds shall be paid out for the
purposes mentioned in this Act under the direction and control
of said Commission, and upon the written order of a majority
of said Commission.

SEC. 5. And be it enacted, That Jefferson L. Smith, William
S. Hurlock, Harry J. Hill, Edgar R. Pennington and John Med-
ders be and they are hereby created and constituted the Ken-
nedyville Public School Commission for the purpose of carrying
into effect the provisions of this Act relating to the selection
of a site, and the building and equipping of said public school
house in Kennedyville, with all the power and discretion herein
mentioned. And the Board of County School Commissioners
for Kent County are hereby authorized and directed to fill by
appointment any vacancy which may occur in the Kennedyville
Public School Commission by death, failure to qualify, resigna-
tion or otherwise.

SEC. 6. And be it enacted, That immediately upon the sale
of the bonds provided for by this Act, the aforesaid Commission
shall proceed to secure a proper site for said public school house
(if the said Commission shall deem the purchase of said site
as necessary) ; and shall proceed to secure proper plans for said
public school house; and after the securement and adoption
of proper plans and specifications, which shall be left with the
Superintendent of the Board of County School Commissioners
for Kent County for public inspection, the aforesaid Commis-
sion shall advertise at least once a week for four successive
weeks, in two newspapers published in Kent County, Maryland,
for bids for the construction of said public school house, and
shall award their contract to the lowest responsible bidder, who
will enter into contract and execute a sufficient bond with ap-
proved security for the erection and completion of said public
school house, the aforesaid Commission, however, to have full
power in their discretion to reject any and all bids, and to ad-
vertise for other bids.
