WHEREAS, By Chapter 741 of the Acts of the General As-
sembly of 1910, a primary election law was enacted applicable
to the State of Maryland.
WHEREAS, The said Act provided among other things for a
referendum to the voters of Howard County submitting the
question of whether or not the voters of said County desired
direct primaries or a convention system for the nomination of
State Senator, Members of the House of Delegates and County
Officers in Howard County.
WHEREAS, The said proposition was submitted to the voters
of Howard County on the 29th day of August, 1911, and there
was cast 1,532 votes for the Convention System and 561 votes
for the direct nomination system.
WHEREAS, Since said result Delegates to the County Conven-
tion of Howard County have been elected by the voters of
Howard County from the several election districts under the
provisions of the Act above referred to, and nominees for State
Senator, Members of the House of Delegates and County Officers
have been selected by the delegates elected to said County Con-
vention.
WHEREAS, The present representatives in the General As-
sembly of Maryland from Howard County believe that there
exists a demand from a sufficient number of bona fide voters of
Howard County to justify the resubmission of said proposition,
and the said representatives believing in the rule of the people,
desire that the proposition be resubmitted to the qualified voters
for their determination at an election to be hereafter held in
Howard County; now, therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 160-A, of Article 33 of the Code of Publio
General Laws of Marvland, title '' Elections,'' sub-title '' Pri-
mary Elections," as to said Section was enacted by Chapter 134
of the Acts of the General Assembly of Maryland of 1912, be
and the same is hereby repealed and re-enacted with amendments
so as to read as follows:
SEC. 160-A. Political parties which at the General Elections
held on November 2, 1909, in the State of Maryland, or which
at any future general election next preceding any primary elec-
tion to be held hereunder, as shall have polled ten per cent,
of the entire vote cast in the State at such or any" such general
election, shall hereafter nominate all their candidates for public
