debtedness of said town shall at no time exceed ten per centum
of the taxable basis of the town, and provided further that the
Five Thousand ($5,000) Dollars authorized to be borrowed un-
der Section G of Chapter 458, of the Acts of the General As-
sembly of Maryland of 1906, but for which no special tax may
be levied, shall not be computed in summing up ''the total
bonded or floating indebtedness of the town.''

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

Approved March 24th, 1914.

CHAPTER 142.

AN* ACT to repeal Section 68 of Article 21 of the Code of Public
Local Laws of Maryland, title "Talbot County," sub-title
'' Easton,'' as passed by the General Assembly of Maryland at
the January Session of 1906, Chapter 458, as amended by
Chapter 365 of the Acts of 1910, and to re-enact the same
with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 68 of Article 21 of the Code of Public Local
Laws of Maryland, title "Talbot County," sub-title "Easton,"
as passed by the General Assembly of Maryland at the January
Session of 1906, Chapter 458, as amended by Chapter 365
of the Acts of 1910, be and the same is hereby repealed and re-
enacted with amendments so as to read as follows:

68. The Mayor, by and with the advice and consent of the
Council, shall annually on or before the first Monday in June,
appoint a competent person to be Chief of Police, who shall
hold his office until the first Monday in June following, his
appointment and until the qualification of his successor, unless
sooner removed as authorized by law. The Chief of Police,
together with such deputies or other policemen as may be ap-
pointed, shall see that all ordinances are enforced and they
shall have power to arrest any person or persons for the viola-
ttion of town ordinances wherein an arrest for violation is
provided, and in addition thereto they shall perform such other
duties as are now or may hereafter be prescribed by the laws
relating to said town and by the ordinances thereof, and shall
have all and the same powers and functions that constables of
Talbot County now have or may hereafter possess as conservators
