1704 LAWS OF MARYLAND.

lish, relocate or repair such sewerage system and to operate and
maintain the same as hereinafter provided, provided that said
County Commissioners shall not establish, construct, relocate or
repair any such sewerage system, nor shall they acquire by pur-
chase, gift or condemnation any sewerage system already built,
projected or designed, until the plans of such sewerage system or
systems shall have been approved as to their sanitary design,
character and efficiency by the State Board of Health.

SEC. 3. And be it further enacted, That for the purpose of
providing funds for the construction and establishment of
said sewerage system or systems, and carrying out the other
duties imposed on them by this Act, the County Commissioners
of Baltimore County are authorized to borrow on the credit
of Baltimore County, and as evidence of said loan to sell and
issue serial coupon bonds to the amount of $1,000,000 in the
manner hereinafter prescribed, provided such loan shall be
approved by a majority of the qualified voters of Baltimore
County voting on the question at the election hereinafter pro-
vided for.

SEC. 4. And be it further enacted, That the question wheth-
er said loan shall be made shall be submitted to the qualified
voters of Baltimore County at a special election to be held
in said County on the third Tuesday in May, 1914, for which
election there shall be one polling place in each precinct of
each of the fifteen election districts of Baltimore County, and
at such election all the qualified voters of Baltimore County
shall be entitled to vote at the respective polling places in the
precincts if they are registered voters; the Board of Election
Supervisors of Baltimore County shall at least twenty days
before said election designate the location of said polling places
which shall not be in any place where spirituous or fermented
liquors are sold; the said Board of Election Supervisors shall
also appoint in the same manner as judges and clerks are
appointed by them at other elections two judges and two clerks
of election for each polling place, who shall be residents of
and registered voters of the precinct in which said polling place
is located; the polls at the said election shall be kept open
from two o'clock P. M. until eight o'clock P. M. and the said
Supervisors of Election shall provide all necessary ballot boxes
and ballots, uniform in size, shape, weight and color, tally
sheets, poll books, registry books, blanks and stationery neces-
sary and proper for the conduct of said election, and for every
purpose incidental thereto; and shall so far as practical make
