ment, when purchased, shall be the property of the Mayor and
Council of Hagerstown, subject, however, to the power of the
Mayor and Council, to sell or exchange any part of said plant
and equipment other than the buildings, when the same shall
be worn out, insufficient or unserviceable, or it shall be deemed
advisable by the said Mayor and Council to replace the same
with a better article; and to provide for the payment of the
buildings, plant and equipment authorized by this Act, the pro-
ceeds arising from the bonds provided for, shall constitute a
separate fund, to be kept by the Commissioner of Accounts,
and to be applied to the payment of such buildings, plant and
equipment, and to and for no other use and purpose, said fund
to be placed and drawn out by said Mayor and Council in the
manner provided for accounts for street purposes in Section 167
of Article 22 of the Code of Public Local Laws of Maryland.

SEC. 5. That the Mayor and Council shall furnish and sup-
ply to the citizens of Hagerstown and others, electric light or
power service of a character usually furnished to consumers,
and collect at stated intervals, not longer than one month, the
amount charged for as compensation for the service of such
light or power; said Mayor and Council shall make a schedule
of rates for which said light or power shall be furnished, said
rates to be reasonable in amount and not lower than such a
would suggest themselves to a prudent business man having
reference to the profitable operation of the plant, and said
Mayor and Council are hereby authorized from time to time
to make such reasonable rules and regulations as they may
deem proper in regard to the furnishing, supplying or discon-
tinuing any electric light or power service to the consumers
thereof, or the use thereof by such consumers, including all
connections made with the buildings of consumers, and no ser-
vice of electric light or power shall continue to be furnished
to any consumer if such consumer shall be in arrears for thirty
days on any account for light or power furnished by the said
Mayor and Council; and the said Mayor and Council shall have
the power and authority to purchase all material, lamps and
supplies necessary to carry out the purposes of this Section,
and to supply the same to consumers subject to the provisions
of this Section of this Act.

SEC. 6. That all sums of money collected from consumers as
provided in the preceding Section shall form a separate account
to be known as the '' Lighting Fund,'' which shall be used only
