of the candidates for each office nominated as required by the
provisions of this Article shall be grouped together under a
heading designating for what office said candidates have been
nominated, whenever a question is submitted to the vote of the
people, such question shall be printed upon the ballot after the
list of candidates, with the words '' For " or " Against'' the ballot
shall be so printed as to give to each voter a clear opportunity
to designate by a cross-mark (X) in a sufficient margin at the
right of the name of each candidate, and of each submitted ques-
tion his choice of candidates and hip answer to the submitted
question, and each voter shall be considered as having voted for
such candidate or proposition opposite to whose names or to
which he shall on the margin to the right put a cross-mark (X),
the ballots shall be printed with black ink on clear white paper;
before being distributed the ballots shall be so folded in marked
creases that the width and length of the ballots when folded shall
be uniform and of proper width to be placed without difficulty
in the ballot boxes provided by law. On the back and outside
shall be printed the words '' Official Ballot For'' followed by the
designation of the polling place for which it was prepared, the
date of the election, and fac-simile of the signature of the Presi-
dent or presiding officer of the Board of Supervisors of Elec-
tions by whom the ballot has been prepared.
SEC. 161-FF. It shall be the duty of said Board of Super-
visors to furnish any persons applying therefor, copies of any
certificates of nomination or nomination papers filed with them
for which they shall be entitled to charge the same rates as for
copies of papers made by the Clerk of the Circuit Court.
SEC. 161-HH. The Board of Supervisors of Election shall, pre-
vious to the opening of the polls for any election, but not more
than forty-eight hours previous thereto, deliver to the Chief
of Police of the City of Hagerstown, the ballot-boxes, one set
of said ballots, together with the specimen ballots, cards of
instructions, sample ballots and copies of the Sections enumer-
ated in Section (161-I-I) One hundred and Sixty-one-I-I, and the
said Chief of Police shall before the opening of the polls on the
day of election in person or through subordinate policemen duly
qualified, deliver to the judges of election in each ward the ar-
ticles hereinbefore enumerated in this Section; the other set of
such ballots shall be retained in the possession of the said Board
of Supervisors of Elections; upon the requisition in writing of
the presiding or return judge, or of any two judges of election
in any ward, that the second set of ballots are needed for the
