names of such candidate shall appear the words "For Commis-
sioner of Streets, vote for one."

The ballots shall be printed upon plain, substantial white
paper, and shall be headed "Candidates for Nomination for
Mayor and City Councilmen of the City of Hagerstown, at the
primary election, but shall have no party designation or mark
whatsoever,

Having caused said ballots to be printed the Board of Super-
visors of Elections shall cause to bo delivered at each polling
place a number of said ballots equal to twice the number of
registered voters in such ward or precinct. All persons who are
qualified to vote at the general municipal election shall be
qualified to vote at such primary election. Judges of election
shall immediately upon the closing of the polls count the ballots
and ascertain the number of votes cast in such ward or precincts
for each of the candidates and make return, thereof to the Board
of Supervisors of Elections before noon of the following day.
On the return day following the said primary election the said
Board of Supervisors of Elections of the City of Hagerstown
shall canvass said returns so received from all the wards or pre-
cincts, and shall immediately make and publish in three daily
newspapers of said city at least once the result thereof. Said can-
vass by the said Board of Supervisors shall be publicly done.
The candidate receiving the highest number of votes and the can-
didate receiving the next highest number of votes for Mayor shall
be selected to be placed upon the ballot for Mayor at the follow-
ing general Municipal Election and the candidate receiving the
highest number of votes, and the candidate receiving the next
highest number of votes for the office of Commissioner of Ac-
counts shall be the candidates for that office, and the candidate
receiving the highest number of votes and the candidates receiv-
ing the next highest number of votes for the office of Commis-
sioner of Streets shall be the candidate for said office at the fol-
lowing general Municipal Election, and no other names for the
office of Mayor and Councilmen shall appear upon the ballot.

SEC. 161-BB. All ballots for use at any election including
primary election, to be held for officers in the City of Hagers-
town, shall be prepared, printed and furnished by the said Board
of Supervisors of Election, every ballot shall contain the names
of all candidates whose nominations for any office specified in
the ballot have been duly made and not withdrawn in accordance
with the provisions of this Article and no other names; the names
