1662 LAWS OF MARYLAND.

cilman of any department, or in any manner interfere with the
authority of any Councilman in his own department; the Mayor
shall have supervision of the Department of Police and Pub-
lic Safety and shall have under his special charge the enforce-
ment of the police and health regulations of the city and all
laws and ordinances pertaining to the public health and safety
of the inhabitants of the city, he shall have supervision of the
Police Department, its officers and employees; of Health Officer
and employees; he shall see to the faithful execution of all or-
dinances of the city whose enforcement is not otherwise dele-
gated, and shall, at the first meeting of the Mayor and Council
in April of each year make a general report of the conditions
of municipal affairs and shall perform such other duties as may
be imposed upon him by law or ordinance.

SEC. 159. The Commissioner of the Department of Accounts
in case of vacancy in the office of the Mayor shall perform the
duties of Mayor pro tempore until the new Mayor shall be
elected and qualified. He shall have special charge of the en-
forcement of all laws for the assessment and collection of taxes
of every kind, and he shall be the City Tax Collector and he
shall file with the Mayor his bond to be approved by the Mayor
in a sum equivalent to the amount of the levy, and the premium
of said bond shall be paid out of the finances of said city, and
charged as one of the disbursements thereof; he shall examine
into and keep informed as to the finances of the city; he shall
have charge and supervision over all accounts and records of
the city, and over all officers, boards and departments required
to keep or make accounts, records or reports, including officers
required to inspect and examine the books and accounts of
holders of franchises under the city, if any. He shall inspect
or cause to be inspected, at least quarterly, all records and ac-
counts required to be kept in any of the offices or departments
in the city, and make reports thereon to the Mayor and Coun-
cil. It shall be his duty to require proper accounts and records
to be kept and proper records to made by all the departments
of the city, quarterly; he shall have printed in one or more
newspapers in the City of Hagerstown, annually during the
last week of April a full and complete report under oath of the
receipts and expenditures by the said city; he shall audit or
cause to be audited the accounts of every officer, employee or
department of the city receiving or disbursing money. He
shall have charge of the purchase, care and distribution of all
supplies, moneys and other articles not otherwise provided for
by law or ordinance. He shall examine or cause to be ex-
