upon the same day in every alternate year thereafter elect, by
ballot a Mayor of said city, and at the same time two Council-
men, one of whom shall be designated as the Commissioner of
Accounts, and the other of whom shall be designated as the
Commissioner of Streets. Said Mayor and Councilmen shall
take the oath of office hereinafter prescribed for town officers
and remain in office until their successors are elected and quali-
fied. All elections shall be by ballot and no person shall be en-
titled to vote at any election who is not duly registered as
herein provided.
SEC. 157. In case a vacancy in the office of Mayor and Coun-
cilman by death or otherwise occurring six months prior to the
next general election or the expiration of the term for which
said officer may have been elected; then in said case the Mayor
and Council shall order an election to fill said vacancy for the
unexpired term and the said election when ordered shall be
conducted in accordance with the provisions hereinafter enacted
in reference to election of city officers but if said vacancy by
death or otherwise shall occur less than six months prior to the
time therein provided for the election of city officers then in
such case the Commissioner of Accounts is to discharge the du-
ties and offices of Mayor as hereinafter set forth for the un-
expired term for which said Mayor shall have been elected;
and if as hereinafter set forth, an election to fill a vacancy
caused by death or otherwise shall occur, the Clerk of the Mayor
and Council shall immediately certify the vote so taken to elect
any Such successor, or to elect any person for any term as
aforesaid; under his hand and the corporate seal of the town,
to the Clerk of the Circuit Court for Washington County; and
the said Clerk of the Circuit Court, upon the receipt thereof,
shall forthwith notify the person so elected, who shall, within
ten days after the service of such notice, qualify by taking the
oath hereinafter prescribed for town officers; and if such per-
son elected shall fail to qualify as hereinafter provided, another
election shall be held by, the Mayor and Council, to fill the va-
cancy ; and so on until such vacancy is filled.
SEC. 158. The Mayor shall preside at all meetings of the
Mayor and Council and shall have the same right as a Council-
man to make and vote on motions; he shall have general super-
vision over all departments of the city government and may
request at any time full and particular information from any
Councilman as to the affairs of his department; but the Mayor
shall have no power to countermand any orders given by a Coun-
