1564 LAWS OF MARYLAND.

discretion, contract with any person outside the corporate
limits of said town to furnish water and sewerage facilities,
or either; the said Mayor and Town Council are furthermore
fully authorized to pass all necessary ordinances, with penal-
ties for their violation, for the proper installation, security
and protection of said water and sewerage system; to make
such extensions of said wator and sewer system and fire pro-
tection service, or either, as may from time to time appear
necessary to them; and the said Mayor and Town Council
shall have power and authority, whenever said sewerage system
shall be in proper working order for receiving and disposing
of sewage, to compel the owner or owners of any building used
or intended to be used as a dwelling, or in which persons are
employed or intended to be employed in any manufacturing,
trade or business, or any stable, shed, pen or place where cows,
horses, mules or other animals are kept, to connect the said
premises with said sewerage system, and to cause or require
any sink, cesspool or other receptacle of sewage on said prem-
ises to be cleaned out, abandoned and filled up at the expense
of the owner or owners thereof, so as to prevent the further
use of the same, the connection, and the removal of all sinks,
cesspools and other receptacle of sewage, to be done in accord-
ance with the ordinances of said Mayor and Town Council
having relation thereto; if the owner or owners of such prem-
ises neglect or refuse to make such connections and removals,
as are required by the provisions of this Act, the said Mayor
and Town Council shall notify in writing, the owner or owners
of each and every premises to make said connections and re-
movals, and if the owner or owners of any such premises neg-
lect or refuse to make the same within thirty days after the
receipt of said notice, such owner or owners shall be deemed
guilty of a misdemeanor and shall, if convicted before the
Mayor of the Town of Kensington, be punished by a fine of
not less than one dollar nor more than five dollars for each
day he, she or them fail or neglect to make such connections
or removals; if in case the owner or owners of said premises
be a non-resident or non-residents of the Town of Kensington,
or cannot be found therein, then, in that case, the said Mayor
and Town Council shall give notice by publication once a week
for three successive weeks in some newspaper published in the
said County of Montgomery, to such owner or owners, direct-
ing the connection of such premises with the said sewerage
system and the removal of such sink, cesspool or other recep-
