taxes are now or may hereafter be and shall be collected as
other taxes in said town are, or may hereafter be, collected.

SEC. 3. And be it further enacted, That said Mayor and
Council of Rockville be and it is hereby authorized and em-
powered to levy a special tax for the maintenance and repair of
the sewerage system and disposal plant to be constructed, not
to exceed in any one year the sum of five dollars against any and
every house in said town connected with the sewerage to be col-
lected in the same manner as the scavenger tax now allowed by
law is collected; provided that no occupant or owner of any
house in said town shall be required to pay both the special tax
authorized by this Section and said scavenger tax.

SEC. 4. And be it further enacted, That said Mayor and
Council of Rockville be and it is hereby authorized and empow-
ered to acquire by gift, purchase, or other like methods of ac-
quisition, or by condemnation in the method provided by the
General Laws of the State of Maryland relating to condemna-
tion by corporations, any land, or property situated wholly or
partly in said Town of Rockville or Montgomery County, or any
interest, franchise, easement, rights, or privileges therein which
may be required for the purpose of constructing, establishing
and maintaining said sewerage system and sewerage disposal
plant or plants, and improvement or extension of the water
supply of said town.

SEC. 5. And be it further enacted, That all individuals and
corporations lawfully having buildings, structures, works, con-
duits, mains, pipes, tracks, or other physical obstructions in,
over or under the streets, alleys or highways of said town, which
shall block or impede the progress of said sewerage system, when
in progress of construction and establishment, shall, upon rea-
sonable notice from said Mayor and Council of Rockville,
promptly so shift, adjust, accommodate or remove the same at
their own cost and expense, as to fully meet the exigencies,
occasioning such notice; and if any such individual or corpora-
tion shall refuse, neglect or fail, after such reasonable notice, to
discharge any duty cast upon him or it by this Section, he or it,
shall in addition to but not in substitution for any other remedy
or remedies that said Mayor and Council may have in the prem-
ises, be subject to a fine of one hundred dollars for each and
every offense, and also to an additional fine of fifty dollars a day
for every day that said refusal, neglect or failure shall continue;
said fines to be collected as other fines in the Town of Rockville
are collected.
