such money as may be received for the construction of rural
postal routes as far as may be on the basis of allotment of State
appropriations for State aided roads, and shall use it in con-
struction of the State Roads system proper where such roads
coincide with the postal routes, as agreed upon between the
State and County authorities and the Federal Government.
SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 809.
AN ACT to amend Article Eleven (11) of the Public Local Laws
of Frederick County, Maryland, sub-title "Woodsboro," and
the amendment thereto of Chapter 201 of the Acts of 1870,
by adding the following Twenty-four Sections to said Charter
of said town to be designated as Sections 482 to 503, inclusive,
and to read as follows:

CHAPTER 810.
AN ACT for the better preservation of the public health by pre-
serving the purity of the waters of the State; providing for the
supervision and control by the State Board of Health over
water and ice supplies, sewerage, trades wastes and refuse
disposal; and for the maintenance, alteration, extension, con-
struction and operation of systems and works relating thereto;
providing for the raising of funds by counties, municipalities
and sanitary districts for the maintenance, alteration, exten-
sion and construction of the same, and prescribing penalties
for violation of the orders:and regulations of the State Board
of Health made in connection therewith, and to appropriate a
sum of money for the carrying into effect of the provisions
hereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the term "Waters of the State" shall include that
portion of the Atlantic Ocean and its estuaries within the State
of Maryland, the Chesapeake Bay and its estuaries, and all
