thence along the boundary line between Ken Gar and W. B.
McKeldin's subdivision to the northeasterly side of Bonny castle
Avenue, subdivision of Ken Gar; thence northwesterly with said
Bonny castle Avenue to a point in the prolongation of the eastern
boundary of the old Bladensburg road; thence to and with said
eastern boundary in a southerly direction to a point in the pro-
longation of the boundary between the lands of T. S. Cartrell
and the subdivision of Kensington Park; thence to and with
said line to the line of Alfred Ray; thence along the boundary
between the lands of Alfred Ray and the subdivision of Ken-
sington Park to the southerly limit line of the Metropolitan
Branch of the Baltimore and Ohio Railroad; thence without
change of course to the northerly limit line of the Metropolitan
Branch of the Baltimore and Ohio Railroad; thence along the
southern boundary line of Mannakee Avenue, better known as
the road to Capitol View, to St. Paul Street, better known as
the Wheaton Road; thence along the eastern boundary line of
St. Paul Street, for the width of Mannakee Avenue, to the
northern boundary line of said Mannakee Avenue; thence along
the northern boundary line of Mannakee Avenue, and for its
full length thereof, to the boundary line between the properties
of Clarence Chapman and August Burgdorf; thence along said
boundary to the line of W. H. Mannakee; thence along the
dividing line between the lands of said W. H. Mannakee and
August Burgdorf to the line of W. H. Wheatley and August
Burgdorf to the County Road leading to Plyer Post Office;
thence along the southerly side of said County Road to a point
opposite the boundary line between the subdivision of Kensing-
ton Heights and the property of W. H. Wheatley to Madison
Street, North Kensington; thence along the easterly side of
Madison Street, subdivision of North Kensington, to the middle
of Perry Avenue, prolonged; thence with the middle of Perry
Avenue to the place of beginning.

SEC. 353. On or before the first day of June, 1912, and each
third year thereafter, the council shall appoint three assessors,
freeholders of said town, who shall, under the direction of the
said Council, make an assessment of all property, real, personal
and mixed, in said town, at a fair cash value at public sale,
as near as they may be able to determine the same, and the
Council shall immediately thereupon levy a tax thereon not
exceeding fifty cents on the hundred dollars' worth of assess-
able property in any one year, and all taxes so levied shall be a
lien on any and all property of the person or persons against
whom they may be levied, and any person may appeal from the
