and the right to exercise the powers therein mentioned. Pro-
vided that certified copies of the Certificate of Incorporation of
corporations, incorporated prior to the passage of this Act,
made by the Clerks of Courts and the State Tax Commissioner
shall be taken as prima facie evidence as though this Act had
not been passed.

5. When such certificate has been issued and the bonus
tax, if any payable, paid to the Treasurer of Maryland, the
incorporators, their associates and successors shall, according to
the purposes, conditions and provisions in the Certificate con-
tained, become and be a body corporate by the name therein
stated.

SEC. 2. Be it further enacted, That this Act shall take effect
from and after the date of its passage.

CHAPTER 790.

AN ACT to repeal Chapter 90 of the Acts of 1878, as amended
by Chapter 399 of the Acts of 1884, and as amended by Chap-
ter 344 of the Acts of 1890 (said Chapter 90 being entitled
"An Act to Incorporate the Town of New Market, in Fred-
erick County, Maryland").

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 90 of the Acts of 1878, as amended by
Chapter 399 of the Acts of 1884, and as amended by Chapter
344 of the Acts of 1890 (said Chapter 90 being entitled "An
Act to Incorporate the Town of New Market, in Frederick
County, Maryland"), be and the same is hereby repealed.

SEC. 2. And be it further enacted, That this Act shall not
take effect unless a majority of the qualified voters of the said
Town of New Market shall decide at a special election to be
held on the first Thursday in May, 1914, that the Charter of
said town shall be repealed. Those voters who favor the repeal
of the said Charter shall place on their ballots the words "For
the Repeal of the Town Charter," and those who oppose the
repeal of the said Charter, shall place on their ballots the words
'' Against the Repeal of the Charter.'' And the returns of said
election shall be duly canvassed by the officers of said election,
