in the treasury not otherwise appropriated, to the treasurer
of the Maryland State Horticultural Society, who shall give
bond in double the amount of the funds he is expected to
handle, executed to the said society, with two or more sureties
or secured by a trust and surety company, qualifying before a
notary public as to their sufficiency as bondsmen or surety,
and the said society shall pay the cost of obtaining this security.
SEC. 7. The first annual payment of Three Thousand Dollars
shall be made to the treasurer of the society during the fiscal
year ending September 30, 1915, and annually thereafter on
or before the first day of October in each year.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 742.
AN ACT to repeal and re-enact with amendments Section 36
of Article 43 of the Code of Public General Laws of Mary-
land, title "State Board of Health," sub-title "State Regis-
trar of Vital Statistics."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 36 of Article 43 of the Code of Public Gen-
eral Laws of Maryland, title "State Board of Health," sub-
title "State Registrar of Vital Statistics," be and the same is
hereby repealed and re-enacted so as to read as follows, to-wit:
SEC. 36. The local board of health of each County shall meet
semi-annually in the months of May and October and as much
oftener as they may deem necessary; they shall act in con-
junction with the State Board of Health and shall report to
said board such facts in reference to the sanitary condition of
their respective Counties as they may deem important or nec-
essary ; they may adopt and enforce all needful rules and regu-
lations concerning nuisances and causes of sickness within their
respective jurisdiction subject to the provisions of this Article;
they may regulate all fees and charges in connection with their
own regulations and shall establish the salaries of their .
spective County health officers on the following maximum basis:
not exceeding, in Counties having a population of 15,000 or
less, $150.00 per annum, with an additional allowance of not
more than $100.00 per annum for each 8,000 of population in
excess of 15,000. Provided, that in Montgomery County it shall
be the duty of the County Commissioners to meet exclusively
