SEC. 3. And be it enacted, That at all times forever here-
after, when any vacancy or vacancies shall happen in the said
Board of Trustees, by death, resignation or refusal of any one
or more of them to attend the meetings of the Board of Trus-
tees for the space of two years, the remaining Trustees, or a.
majority of them shall, with all convenient speed, proceed to
elect by ballot, other sensible and discreet person or persons,
residents and citizens of the United Statec, at least three of
whom shall be citizens of Cecil County in the State of Mary-
land, to be the Trustee or Trustees to supply such vacancy or
vacancies, and in like manner shall all future vacancies be sup-
plied by the said trustees, or their successors, or a majority of
them, so as to perpetuate the number of thirteen persons, resi-
dents and citizens as aforesaid, as Trustees of the said Academy
forever.
SEC. 4. And be it enacted, That all Acts and parts of Acts,
and supplements or amendments heretofore made to this char-
ter, and in conflict with the provisions of this Act, are hereby
repealed.
SEC. 5. And be it enacted, That this Act shall take effect,
from the date of its passage.

CHAPTER 695.
AN ACT to amend Article 24 of the Code of Public General
Laws of Maryland, title "Costs," by adding one new Section
thereto, to be known as Section 7 A, and to follow immedi-
ately after Section 7 of said Article, providing for the pay-
ment of costs by the State of Maryland, in all cases, when.
State officials as such, are presented or indicted and tried,
in the Court or Courts of any County or Counties in the
State of Maryland, for any crime or misdemeanor, relative to
their official conduct.

Curtis Bay Light and Water Company to engage in business or
