obtain the consent of the Public Service Commission of Mary-
land, and comply with the rules and regulations of said Com-
mission, as hereinafter set forth.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Aldermen of Frederick is here-
by authorized and empowered to erect lamps in any of the
streets, lanes, alleys or public places of the City, and to light
the same at the expense of the City, or to contract, for a period
not exceeding ten years, for the lighting of the whole, or any
part thereof, with any individual, firm or corporation, now, or
hereafter, engaged in manufacturing, distributing, supplying
and selling, electric light or power, gas or any other kind of
light, which contract shall be subject to the approval of the Pub-
lic Service Commission of Maryland; and it is further authorized
and empowered to manufacture, furnish, supply and sell com-
mercial current, electric light and power, gas or any other
kind of light, to all persons, firms and corporations within
the police limits of Frederick, upon such terms and conditions
as it may agree upon with the consumers thereof; subject to
the conditions hereinafter set forth.

SEC. 2. Be it enacted, That the Mayor and Aldermen of
Frederick is hereby authorized and empowered for the purpose
of carrying out the provisions of this Act to repair, equip,
improve or rebuild its lighting plant, and to purchase or lease
such land as it shall think proper and to erect buildings thereon,
and for that purpose to expend such sum or sums of money as it
shall think proper and to raise any such amounts, either by
levying taxes, issuing notes or obligations, or by issuing serial
bonds in which event the Mayor and Aldermen of Frederick
is hereby authorized and empowered to do all things necessary
for the issuance of such bonds and their offering for sale under
the most advantageous conditions, is authorized and required to
levy the necessary taxes upon the taxable property of the Cor-
poration of Frederick to provide for the payment of the interest
on such bonds, and their retirement upon maturity, provided
the revenues received from said light and power operations are
not sufficient for that purpose, and is authorized to do all things
in connection with the procuring of the loan, the issuance and
payment of the bonds and interest thereon, and carrying on the
work provided for under this Act or any Ordinance passed in
pursuance thereof, as may be necessary or proper, such bonds
to be issued in such manner, for such amounts, to be payable
at such times and to bear such rate or interest as the Mayor
