secretary of the board of commissioners, the vacancy shall be
filled from the surviving commissioners until the next election
for such officers; the commissioners may allow such compensa-
tion to the president and to the secretary for their services as
to them may seem right and just.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 661.
AN ACT to repeal Section 222 of Article 20 of the Code of Public
Local Laws of Maryland, title "Somerset County," sub-title
'' Revenue and Taxes,'' as amended by Chapter 10 of the Acts
of the General Assembly of Maryland for 1910, relating to the
appointment of County Treasurer and Clerk to the County
Commissioner and Collector of State and County Taxes for
Somerset County, and to re-enact said Section 222, with
amendments.

CHAPTER 662.
AN ACT to authorize and empower The Mayor and Aldermen
of Frederick to erect lamps in any of the streets, lanes, alleys
and public places of the City, and to light the same at the
expense of the City, or to contract for the lighting of the
whole, or any part thereof, for a period not exceeding ten
years, with any individual, firm or corporation now or here-
after engaged in manufacturing, selling, supplying and dis-
tributing electric light or power, gas or any other kind of
light, which contract shall be subject to the approval of the
Public Service Commission of Maryland; and to authorize The
Mayor and Aldermen of Frederick to manufacture, furnish,
supply and sell commercial current, electric light and power,
gas or any other kind of light, to all persons, firms and corpo-
rations within the police limits of Frederick, upon such terms
and conditions as it may agree upon with the consumers there-
of ; provided, however, that before The Mayor and Aldermen
of Frederick shall engage in the business of manufacturing,
supplying, distributing and selling commercial current, electric
light and power, gas or any other kind of light, it shall first
