without first making requisition therefor upon the County Com-
missioners and securing their written approval of such requisi-
tion, and the County Commissioners may either purchase such
materials themselves or direct and authorize the County Road
Engineer to do so. He shall make annually in writing a detail-
ed report to the County Commissioners of all work done on the
public roads and bridges for the year, together with the names
of all persons employed by him under his direction in per-
forming such work, and the amounts certified to be due them,
which report shall be presented to the said Commissioners on
or before the fifteenth day of July for the year ending the
thirtieth day of the preceding June. The County Road Engi-
neer shall not be interested financially in any firm or corpora-
tion from which any material is purchased by the County
roads or bridges, nor shall he receive any commission or pecu-
niary profit whatever on said purchases.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 648.

AN ACT to repeal Sections 79-A, 79-B and 79-C of Chapter 177
of the Acts of the General Assembly of Maryland passed at
the January Session of 1894, entitled "An Act to regulate
the terms and compensation of the County Commissioners,
of Kent County."

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 79-A, 79-B and 79-C of Chapter 177 of the
Acts of the General Assembly of Maryland passed at the Janu-
ary Session of 1894, be and the same are hereby repealed, and
re-enacted, with amendments, to read as follows:

SEC. 79-A. There shall be three County Commissioners of
Kent County after the expiration of the term of the two County
Commissioners who were elected on the Tuesday after the first
Monday of November, 1913.

79-B. Three County Commissioners of Kent County shall
be elected at the General Election to be held on the Tuesday
after the first Monday in November, 1915, two of whom shall
hold office for the term of four years and one of whom shall hold
office for the term of two years from said election and until their
successors are elected and qualified, and the length of the terms
