1088 LAWS OF MARYLAND.

CHAPTER 641.

AN ACT to amend Article 91 of the Code of Public Civil Laws of
Maryland (edited by George P. Bagby) as legalized by Chap-
ter 22 of the Acts of 1912, title "Surveyor and State Survey,"
sub-title "Public Roads," by adding a new Section to follow
immediately after Section 33, and to be known as Section 33-A,
to provide additional qualifications for members of the '' State
Roads Commission," and relating to the method of their ap-
pointment by the Governor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 91 of the Code of Public Civil Laws of Mary-
land (edited by George P. Bagby) as legalized by Chapter 22
of the Acts of 1912, title '' Surveyor and State Survey,'' sub-title
"Public Roads," be and the same is hereby amended by adding
a new section thereto to follow immediately after Section 33 and
to be known as Section 33-A, to read as follows:

33-A. From and after the passage of this Act no person, ex-
cept the Governor, who is an officer or employee of the Maryland
Geological and Economic Survey, shall be elegible to serve or
shall serve as a member of the State Roads Commission; and
the Governor is hereby authorized and directed to promptly ap-
point as soon as may be after the passage of this Act in the place
and stead of the two unpaid members of the State Roads Com-
mission designated from the officers of the Maryland Geological
and Economic Survey, two competent persons, citizens and resi-
dents of this State, as members of the State Roads Commission,
and who shall receive the same salary, be invested with the same
powers, be subject to the same restrictions and limitations and
be charged with the same duties as is or are now or may hereafter
be prescribed by Article 91 of the Code of Public General Laws,
as to the thre'e paid members, other than the chairman, of the
State Roads Commission, created and established by Chapter
141 of the Acts of 1908 and the amendments thereto; and in
making the selections and appointments of two paid members of
the State Roads Commission, as he is hereby authorized and di-
rected to do, in the place and stead of two unpaid members
heretofore designated from the officers of the Maryland Geologi-
cal and Economic Survey, the Governor shall not take both from
same political party, but he shall select one of said members
from the democratic party; and it is further provided that the
Governor in making appointments to and selections for members
of the State Roads Commission shall always so make his selec-
tion and appointments that at least two members of the State
