1034 LAWS OF MARYLAND.

person, or by any other action, such person feeling aggrieved
may appeal to the Council and its decision shall be final.

(i) The registered voters shall on the first Tuesday of May
in the year nineteen hundred and fourteen and on the same
day every two years thereafter elect one person to be Mayor
of Salisbury, and on the first Tuesday in May in the year nine-
teen hundred-and fourteen and on the same day of every
year thereafter, elect three persons to be Councilmen, and at
any such election vote on any question submitted to them under
the provisions of law, and elect, as hereinafter provided, a per-
son, or persons, as the case may be, to fill any office, or offices,
vacated by resignation, death, removal or otherwise.

144. And be it enacted, That the Mayor after the annual
election and qualification of the newly elected members of the
City Council at its first regular meeting shall appoint, subject
to confirmation by a majority of the Council, not more than
six persons as policemen, one person as, "Supervisor of Streets,"
one of the Justices of the Peace of Wicomico County residing
in said city as "Police Justice," one person, who must be a
registered physician and in good standing, as '' Health Officer,''
one person as "Supervisor of Weights and Measures,'' one per-
son as "Building Inspector," and one person, who shall have
had such previous education as is generally required for the
degree of B. S. C. E., as "City Engineer," provided that one
person having the qualifications of City Engineer may be ap-
pointed to fill offices of Street Supervisor, Supervisor of Weights.
and Measures, Building Inspector and City Engineer, or any
two or more of them, if the Council shall by ordinance so direct.

Each of the above officers shall hold office for one year from
the date of appointment and until his successor is appointed,
confirmed and qualified. The duties and compensation of these
officials shall be such as are prescribed by law and by ordinance
or resolution of the Mayor and Council from time to time.

And said officers may be suspended without pay for a period
not exceeding thirty days or reprimanded by the Mayor for
neglect, non-performance of duty or other good cause, and shall
be subject to removal as provided by Section 148.

145. And be it enacted, That at the time of the appointment
of the several officers mentioned in the preceding Section the
Mayor shall appoint, subject to confirmation by the Council,
an attorney to the Mayor and Council, to be known as the "City
Solicitor." He shall be a member of the bar of the Circuit
