and for the purchase of all property or properties necessary
thereto, and for the selection and determination of all streets,
routes or sections within the town of Hurlock to be covered or
served by these systems, and said "Hurlock Public Utility Com-
mission" shall decide and determine, according to their best
judgment, what materials or property shall be used or acquired
for the building or construction of said systems, and said Com-
mission shall also determine, according to their best judgment,
what price or prices shall be paid for the purchase of the exist-
ing water works and electric light systems now operating in the
town of Hurlock, in the event that the said Commission shall
determine that it is expedient or advisable to purchase or ac-
quire either or both of said existing systems. And the said
"Hurlock Public Utility Commission" shall make all contracts
for the work of building, constructing or acquiring water works,
electric light and sewer systems for the town of Hurlock, on the
part of said town, such contract or contracts to be in writing
and to be executed on their part by the signatures of their
Chairman and Secretary; and in carrying out the objects of
this Act they may call to their assistance a skilled engineer or
engineers or other person familiar with the construction costs
and value of modern water works, electric light and sewer
systems, and may make such agreements as to compensation for
duties with such engineer, engineers, or other person, as they
may deem wise or advantageous. They shall keep minutes of
their proceedings and other records and books necessary to the
proper administration of the duties herein imposed upon them,
such minutes of records to be opened and inspected by any
taxpayers, and to be turned over after the completion of their
work herein authorized, to the custody of the "Commissioners
of Hurlock."

SEC. 7. Arid be it enacted, That in discharge of the contracts
entered into by them for the work herein authorized, the said
Commissioners shall issue a warrant on a majority vote, to be
signed by their Chairman and Secretary, for the payment of
the money due under the said contract, upon the Treasurer of
the town of Hurlock, and the said Treasurer shall pay such
warrants out of the funds in his hands applicable to the purposes
of this Act. The Treasurer shall not otherwise disburse the
money in his hands, as provided for in this Act, than upon the
warrant of the said Commission executed as aforesaid.

SEC. 8. And be it enacted, That all other expenses connected
with building, constructing or acquiring the water works, elec-
