be deposited in some National Bank, State Bank or Trust Com-
pany, to be approved by the "Commissioners of Hurlock," at
the highest rate of interest obtainable from such approved bank-
ing institution, or said funds shall be invested in interest-
bearing first mortgage bonds issued by some city or cities
located in the State of Maryland and having a population of
five thousand or more, or in Government or State issue, which
bonds shall be first approved by the "Commissioners of Hur-
lock," and said sinking fund shall be so created, kept and in-
vested until the amount thereof shall be sufficient to pay off at
maturity the total bond indebtedness created by this Act, but
said Commissioners shall have the privilege of investing any
part of said sinking fund from time to time in bonds created
by this Act, provided the same be obtainable at prices which
shall be regarded as reasonable by the Commissioners aforesaid.
The tax hereby authorized is for the special purpose herein
stated and is in addition to the tar levied for general purposes
as authorized by the charter of the town of Hurlock.
SEC. 5. And be it enacted, That the work of constructing,
building or acquiring the water works, electric light and sewer
systems as herein provided, shall be done by the "Commissioners
of Hurlock," through the agency of a Commission to be known
as "The Hurlock Public Utility Commission," the members of
which shall serve without pay; the said Commission shall be
composed of five persons, all citizens of the town of Hurlock,
to-wit: Jasper L. Thompson, Greenbury T. Bell, Benjamin F.
Carroll, Robert A. Hurlock and S. Ellwood Andrews, and any
vacancy in said Commission which shall occur at any time shall
be filled by the "Commissioners of Hurlock," who shall select,
some citizen or citizens of said town to fill such vacancy or
vacancies, and any removal of any member of said Commission
from the corporate limits of said town .shall be equivalent to
resignation from membership on such Commission and shall dis-
qualify such member from further service thereon.
SEC. 6. And be it enacted, That the said "Hurlock Public
Utility Commission," after the approvel of this Act by the
qualified voters at the election hereinafter provided for, shall
organize by electing from among its members its own Chairman
and its own Secretary and shall have full power and authority
to determine by a majority vote all questions connected with
constructing, building, extending, improving or acquiring the
said water works, electric light and sewer systems aforesaid,
