be disqualified^ an election to fill the vacancy, on
ten days notice being given by the Commissioners,
shall be held, at which all persons qualified as
herein specified, shall be entitled to vote.

Clerk — his
duties, &c.

Sec. 8. The aforesaid Commissioners or a ma-
jority of them, shall have power to appoint a Clerk
and assign his duties, allowing him such compen-
sation for his services as they shall think proper ;
and all ordinances passed by said Commissioners,
or a majority of them, shall by their Clerk be en-
tered in a book kept by him for that purpose, and
shall be at all times open for the inspection of any
person interested, and copies of all ordinances
shall be put up in the most public places of said
village

Bounds of the
village.

Sec. 9. The corporate bounds of said village
shall be as follow: Begining at the west corner of
the Rising Sun school house lot, and running
thence north eighty-five degrees east ninty-two
perches, thence south seventy-two and a half de-
grees east eighty-three seventy-two one-hundredths
perches, thence south forty-two and a half degrees
west one hundred and sixty-seven seventy-six one
hundredths perches, thence north ninteen degrees
west seventeen twenty-four one-hundredths per-
ches, thence north eighty-five and a half degrees
west sixty thirty-six one hundredths perches,
thence north forty-seven and two one-tenth per-
ches, thence north six degrees east seventy-five
forty-four one hundredths perches to the place of
begining ; and the property within said limits
shall be subject to such taxes and assessments as
may be deemed necessary by said Commissioners,
or a majority of them, to support and maintain the
expenses that may be incurred in the improvement
of said village.

Fines and
forfeitures.

Sec. 10. All fines and forfeitures under the or-
dinances of said corporation, may be recovered as
small debts are recoverable before any justice of
the peace.

Commission-
ers, authorized
to pass by-laws
&c.

Sec. 11. The said Commissioners, or a majority
of them, shall have power to make all such by-laws
and regulations, as shall not conflict with the laws
and constitution of the State of Maryland, and
shall also have power to pass ordinances regulat-
ing the market, the inspection, measurement,
