Preamble.

WHEREAS, it is represented to this General Assem-
bly of Maryland, That a negro man named
Noah, a slave for life, belonging to Harriet Nel-
son, of Worcester county, absconded from his
owner into the State of Delaware; after pro-
ceeding but a short distance in said State, he
voluntarily retraced his steps with the avowed
purpose of returning to his owner ; but on his
return he was apprehended and committed to
jail at Georgetown, in the State of Delaware,
from which he was brought back into this State,
and is now in Worcester county ; and whereas,
in the opinion of numerous slave owners, citizens
of said county, the continued presence of said
slave among the slave population would not be
detrimental to the public interest, but from the
experience he gives, rather calculated to deter
his fellow slaves from absconding ; therefore,

Authority to
retain negro
slave within
the State.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the said Harriet Nelson, be and
she is hereby authorized to retain within this State
the said negro slave named Noah, as a slave for
life.
