any one of said Commissioners who, during his
term of office, shall accept any other place of pub-
lic trust or emolument, or who, during the same
period, shall knowingly receive any nomination
for an office elective by the people, without pub-
licly declining the same within twenty days suc-
ceeding said nomination, shall be deemed to have
thereby vacated his office ; for official misconduct,
any of the said Commissioners may be removed
by a concurrent vote of the two houses of the
General Assembly, or by the Governor, during
the recess thereof.

Sec. 2. And be it enacted, That section eight
hundred and seven of the said Article be and the
same is hereby repealed, and that in lieu thereof
the following be enacted as a section of said Ar-
ticle :

807. During the present session of the General
Assembly two Commissioners shall be elected by
joint ballot of the two Houses, and as soon as they
shall have been qualified by taking and subscrib-
ing to the oaths or affirmations hereinbefore men-
tioned, they shall cast lots between themselves,
and the Commissioner whose name shall be first
drawn shall serve from the time of his appoint-
ment until the eud of two years from and after the
tenth day of March next, and until his successor
shall have heen appointed and qualified ; and the
other of the said Commissioners shall serve from
the time of his appointment until the end of four
years from and after the tenth day of March next,
and until his successor shall have been appointed
and qualified, and when the result of the said bal-
lots shall be ascertained, notice thereof shall be
given at once to the Governor, by the Commis-
sioners in writing to be filed in the office of the
Secretary of State.

duties imposed on them they are hereby authorized
and required as speedily as may be practicable af-
ter notification to them of the purpose of the Gov-
