LAWS OF MARYLAND.

avail as a security for the faithful discharge of the
duties imposed on him as Treasurer, and for the
faithful application and payment over, pursuant
to the order and directions of the said Board, of
all monies which may come to his hands as such
Treasurer, and it shall be his duty to keep all
monies which may be appropriated and paid over
to him as Treasurer of the said Board, distinct
and separate from all other monies which may
come to his hands or under his control, for the use
of the city of Baltimore ; and his accounts of the
receipts and disbursements of monies as such
Treasurer, shall be kept distinct and separate
from his accounts, of the receipts and disburse-
ments of all other monies and funds coming into
his hands for other purposes. The said Treasurer
of the Board shall every six months, on the first
days of January and July, in each and every year,
render to the said Board of Commissioners, an
account of his receipts and disbursements, with
the vouchers therefor, during said period, which
account shall be verified by the affidavit of said
Treasurer, and the said Commissioners shall there-
upon examine said account, and if they find the
same to be correct, shall certify said account and
send the same to the City Council of Baltimore
city, within ten days after said account shall have
been rendered by the Treasurer, the said Commis-
sioners retaining a correct copy thereof, with a
copy of their certificate to he filed among the

papers of their office. A majority of the Board
of Police shall constitute a quorum, and the fail-
ure or refusal of the Mayor or acting Mayor of the,
city of Baltimore, to qualify or act hereunder,
shall in no wise impair the right or duty of said

Commissioners to organize and proceed as herein
provided ; in case a vacancy shall happen among
the Commissioners during the recess of the Legis-
lature, it shall be filled by the Governor, the ap-
pointment so made, to continue till the appoint-
ment and qualification of some person for said va-
cancy, which appointment shall be made by the

General Assembly on joint ballot, at its next regu-
lar session ; and the General Assembly, shall also
in like manner appoint Commissioners to succeed
those whose term of service shall expire, such ap-
pointment to be made at the session of the Legis-
lature immediately preceding such expiration ;
