degree shall be conferred on any pupil of said
institute until the same shall have been first duly
examined and adjudged worthy of the same at a
public examination.

Property held
answerable for
liabilities.

Sec. 5. And be it enacted, That the properly and
estate of said corporation shall be held bound and
answerable for all contracts or engagements made
or liabilities incurred by said corporation or its
authorized agent or agents, but the members of
said corporation shall not be held liable and an-
swerable, in their individual capacity or private
estate, for contracts or liabilities of said associa-
tion.

Rights re-
served.

Sec. 6. And be it enacted, That the General As-
sembly reserves to itself the right to modify, amend
or repeal this act at any time.

Subject to
general law.

Sec. 7. And be it enacted, That this act shall be
subject to any general law that may be passed upon
this subject, in compliance with the forty-seventh
section of the third article of the Constitution.

 

CHAPTER 69.

Passed Feb.
11, 1864.

AN ACT to add to the fourth Article of the Code
of Public Local Laws the following section, to
enable the Mayor and City Council of the city
of Baltimore to levy and collect a direct tax,
and to limit the amount thereof to twelve hun-
dred thousand dollars, annually.

Empowered
to levy.

SECTION 1 . Be it enacted by the General Assembly
of Maryland, That the Mayor and City Council
of Baltimore be and they are hereby authorized
and empowered to levy upon the assessable pro-
perty of the city, by direct tax, a sum not exceed-
ing twelve hundred thousand dollars annually,
with full power to provide by ordinance to collect
the same, for the purpose of defraying the expense
of the corporation, over and exclusive of all ex-
