To the State inspections in Baltimore — for the
salaries of the Inspectors of Tobacco, twelve hun-
dred dollars each — six thousand dollars; for in-
surance on tobacco warehouses in Baltimore, five
hundred dollars; for the payment of the annual
ground rent on the tobacco warehouse lot in the
city of Baltimore, four hundred forty-eight dollars,
eleven cents.
SCHOOLS.

Provisos.
|
For donations to Colleges, Academies and
Schools, three thousand dollars; provided, that
the appropriation for St. John's College shall not
take effect until the Governor shall certify to the
Comptroller that the Collegiate Department of
Saint John's College is in effective operation; to
the payment of the several sums of money to be
distributed among the counties according to law,
for the use of free schools, including bonus from
banks, dividends from stocks standing to the credit
of the Free School Fund, and so much of the tax
on passengers on the Washington Branch of the
Baltimore and Ohio Railroad as has been substi-
tuted for the surplus revenue, seventy-five thous-
and dollars; to the education of the Indigent
Blind, in addition to the fund already accumulated
for that purpose, one thousand dollars; to the ed-
ucation of the Deaf and Dumb, five thousand dol-
lars; to the Agricultural College, six thousand
dollars; provided, that none of the appropriations
to Colleges, Academies and Schools shall be paid
to any such institution, unless said institution
shall, before the twentieth day of January, eigh-
teen hundred and sixty, make a full report to the
Comptroller, as required by section four of Article
eighty-four of the Code of Public Geneial Laws.
CONTINGENT FUND.
To the Executive, for the Contingent Fund pro-
vided in the Constitution, to be placed at his dis-
posal, six thousand dollars; to the Contingent
Fund of the Treasury Department, one thousand
five hundred dollars; for printing of blank licenses,
