WHEREAS, it has been made known to the Legisla-
ture of Maryland, that the purpose exists to in-
troduce into the House of Representatives of the
United States a bill authorizing the construc-
tion, by the Northern Central Railway Compa-
ny, or by other parties acting therewith, of a
railroad from some point on the line of the said
Northern Central Railway or from its terminus in
the city of Baltimore, to the city of Washington;
and whereas, the said Northern Central Rail-
way Company owes its corporate existence with-
in this State, and all the privileges which it here
enjoys, to the State of Maryland, and was built
to a large extent, as far as the borough of York,
in the State of Pennsylvania, by the aid of the
credit and means of this State, and was after-
wards relieved, by the generosity of this State,
from one million and a half of dollars of indebt-
edness, due thereto, in order that its opportuni-
ties for usefulness might be restored; and where-
as, notwithstanding the conduct of this State, in
the premises, it is understood, that the said
Northern Central Railway Company is seeking,
without the sanction of this State, authority from
Congress to build a line through Maryland ter-
ritory; and to the city of Washington, to the
injury of the revenue which this State derives
from works, which it has hitherto authorized to be
constructed, and which revenue this State re-
garded as a fit return for its grant of eminent
domain; and whereas, it is well known, that the
double track, now existing on the road between
the city of Baltimore and the city of Washing-
ton, (which road was authorized, and is largely
