5. That each of said Tobacco Inspectors, as soon
as possible after qualifying, shall take charge of
the warehouse to which he may be appointed
and of all the tobacco, books, furniture, imple-
ments, appurtenances and effects found therein,
and shall receipt to his predecessor therefor, and
shall employ such clerks and laborers, provide
and keep on hand such books, implements and
materials as may be necessary for the economical

and effective discharge of his duties as Inspector;
the Chief Clerk of the respective tobacco ware-
houses shall receive each twelve hundred dollars
per annum; the Receiving and Shipping Clerks
shall receive each nine hundred dollars per annum;
the Weighing Clerks shall receive each nine hundred
dollars per annum; the Screwmen two dollars and
fifty cents per day; and the laborers of the back
gang, two dollars per day, all of which shall be
paid by the Inspectors from the receipts into their
respective officers; the Inspectors shall at no time
employ more labor than is necessary for the effec-
tive performance of the work to be done, and in
his quarterly return to the Comptroller of the
State, each Inspector shall state the average number
of screwmen and laborers, employed in his ware-
house during said quarter, and amount of compen-
sation paid them and the several Clerks in his
employment.

Compensation.

26. That eyery hogshead of tobocco which has
been sold by the grower or his agent, and which
shall remain in any warehouse or elsewhere under
the charge of an Inspector for a period of more
than three months from the date of inspection,
shall be liable to a charge of twenty cents per
month storage for every month after the expiration
of the said three months, to be paid before said
tobacco shall be removed.

27. That every hogshead of tobacco shall be
liable to the charge of two dollars outage if weigh-
ing less than eleven hundred pounds, and twenty
cents additional for every hundred pounds over that
weight, which shall be paid by the purchaser
thereof to the Inspector having charge of the
