303. If any person shall think himself aggrieved
by the judgment of the Inspector, he may at his
option sne his bond, or may apply to the Mayor
of the city of Baltimore, who shall thereupon issue
his warrant, directed to three disinterested per
sons, well skilled in the goodness, quality and well
curing of salted fish, to review and examine the
same, which said three persons, after having taken
an oath of office as reviewers, shall carefully view
and examine the same, and if they, or any two of
them, shall declare the same to be sound, or mer-
chantable, the Inspector shall erase the broad ar-
row and put such brand on the cask containing
the fish as the reviewers, or any two of them may
determine, and the corporation shall be allowed
six cents a barrel for storage if stored; and if upon
such appeal and review, the judgment of the In-
spector shall be confirmed, the person appealing
shall pay such storage, and shall pay the same if
the appeal be not prosecuted.

304. All barrels and tierces which shall be made
and used for the purpose of packing or containing
packed fish, shall be made of sound, well seasoned
oak, ash, chestnut, pine or cypress staves, free
from flaws or worm holes, of light timber, not less
than half an inch thick, with headings of the same
kinds of wood, not less than five-eighths of an inch
thick, and sound and well seasoned; the heading
to be planed or shaved, the barrels and tierces to
be well hooped, with at least three hoops on each
bilge, and three hoops on each chime, all of suffi-
cient substance; the barrel staves, twenty-eight
inches in length, the heads seventeen inches be-
tween the chimes, the barrels or tierces to be twen-
ty-eight inches across the bilge, and to hold twen-
ty-eight gallons; and the barrels, half barrels and
tierces shall be made in a good and workman-like
manner, so as to hold pickle; the tierces shall con-
tain not less than forty-five gallons, and the half
barrels not less, than fifteen gallons; quarters shall
contain eight gallons, and kitts four and a half
