company for the amount of the stocks so divided,
and each Director present when such dividend
shall be made, shall be adjudged to be consenting
thereto, unless he forthwith enters his protest on
the minutes of the board, and give public notice
to the stockholders at the declaring of such divi-
dends.

Sec. 12. And be it enacted, That at each annual
meeting of the stockholders, the Directors of the
preceding year shall exhibit to them a complete
statement of the affairs and proceedings of the
company for such year, and special meetings of
the stockholders may be called by order of the
Directors or by stockholders holding one-fourth in
amount of the capital stock, on like notice as that
required for annual meetings, specifying more-
over, the object of the meeting, but no business
shall be transacted at such special meetings unless
a majority in value of the stockholders shall attend
in person or by proxy.

Sec. 13. And be it enacted. That the said com-
pany be and they are hereby authorized to open,
clean out or remove all obstructions in Pocomoke
river from the town of Snow Hill, Maryland, to
some point up said stream as far as the same may
be practicable, not beyond the boundary line be-
tween Maryland and Delaware, and make the
said stream navigable for such vessels, scows or
other boats as will be sufficient for the transporta-
tion of grain, lumber and every other description
of freight that may be found or made for export-
ing or importing, and the said company shall
have the exclusive right to use said stream for the
purposes above named, and to receive all benefits
arising therefrom.

Obstructions

Sec. 14. And be it further enacted, That the said
company be and they are hereby authorized and
empowered to place a draw or pivot in the bridge
called Porter's Bridge on said river, and in all
other bridges on said river above Porter's Bridge,
the same to be afterwards kept up by the County
Commissioners of Worcester county aforesaid, and
to erect at and above Pafker's old mill site on said
river, all such dam or dams, lock or locks as may
be necessary to render such river navigable, and
if they cannot agree with any proprietor for the
