SEC. 3. And be it enacted, That the Sheriff of
Frederick county shall give notice of the place of
holding the election in the divisions of District
number two so laid off, by causing the same to be
inserted in one or more of the newspapers printed
in Frederick city, once a week, for at least one
month previous to holding the election in Novem-
ber, eighteen hundred and sixty-one, and thereafter
as often as the voters may be called upon to exer-
cise the elective franchise.

Publication.

SEC. 4. And be it enacted, That it shall be the
duty of the county commissioners of Frederick
county, to appoint at the time when other Judges
of election are appointed, three Judges of election
for each of the polls by this act directed to be
opened, to receive, count and return the ballots as
is now provided for by law.

take effect from the day of its passage.

AN ACT to amend the fourth Article of the Code
of Public Local Laws, by adding thereto the fol-
lowing sections, authorizing the Mayor and City
Council of Baltimore to increase the public debt
of said city, and repealing section eight hundred
and seventy-one of said Article.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the Mayor and City Council of
Baltimore, be and they are hereby authorized and
empowered to increase, in case they shall deem it
necessary so to do, the public debt of said city, to
the extent of not more than one million five hun-
thousand dollars beyond the amount now author-
ized by law; and to issue for said increased debt
the bonds or notes or other evidences of debt of
said City.
