HICKS, Governor—the following LAWS were enacted, to wit:

CHAPTER 1, AN ACT to add to the fourth Article of the Code of Public Local Laws, the following section, em- powering the Mayor and City Council of Balti- more to raise and appropriate money for the de- fence of said city.	1860. CHAP. 1. Passed April 27, 1861.
