This cut represents the likeness of the Hon. Senator Joseph Irwin France of
Baltimore, Md. The Ranking Senator of the State of Maryland.

THE HEART AND MIND OF A SENATOR

He is chosen by the people of the state because of his peculiar fitness for
the exalted position, because of his unique personality. On account of the
warmth of his heart toward all classes of his fellow citizens in the home State irre-
spective of origin or nationality. Because of the depth, breath and accuracy of his
vision as to the needs, rights and wishes of people; the masses as well the classes.
His unalloyed, unflinching loyalty to principle and duty as God gives him grace and
and vision and the people give him need and opportunity to embrace it. This we be-
lieve is the Heart and Mind of our Senator.
