man it shall be filled for the unexpired term existing by a vote
of the council. The council shall adopt all rules and by-laws
for its own government while in session, shall meet regularly
not less than once in each month; a majority of its member-
ship shall constitute a quorum for the transaction of business,
and the council shall elect a town Marshal, who shall be con-
servator of the peace and good order of the town, being hereby
invested with the same powers and authority of any constable
under the laws of this State, and shall also elect a town clerk,
a town treasurer, and all other officials and employees deemed
by it necessary for the proper conduct of municipal affairs and
provide compensation for said officials and employees when in
the judgment of the council compensation should be made.
The council shall prescribe the duties of the various officials
and employees whom they elect, and should the council in its
discretion require any of the various officials and employees to
give bond such official or employee shall execute a bond, with
proper surety to be approved by the council, conditioned for
the faithful performance of the duties of the office and of the
trust or trusts in the official reposed, and in all cases members
of the council and officials selected by them, before they enter
upon the duties of their respective offices, shall take an oath
that they will diligently and faithfully discharge the duties of
their office. The town council shall give due notice of each
annual meeting to be held on the first Monday of June of each
year after 1910, by a notice posted in five conspicuous places
in the town for two weeks prior to the date of the meeting.

SEC. 4. The Mayor shall have all the power of a Justice of
the Peace in criminal cases where the town of Woodmont is a
party, and shall receive the same fees allowed Justices of the
Peace in similar cases, and an appeal from his judgment, when
the demand or fine exceeds twenty dollars, may be taken to the
Circuit Court for Montgomery County, which shall hear and
determine the matter as upon an appeal from a Justice of the
Peace.

SEC. 5. The council is hereby authorized and empowered to
adopt for and as the plat of the town of Woodmont the plat of
the certain plan of lots called "Woodmont," surveyed by D. J.
Howell, and duly recorded among the records in the office of
the Clerk of the Circuit Court for Montgomery County, Mary-
land, as plat No. 4 in Plat Book No. 1, one of the Plat Books
of said Montgomery county; to make such alterations thereto
as it may deem to the best interest of said town, and by which
all lots and property therein shall be described; to control the
sub-divisions of all lands and property within the corporation
limits of said town; to establish building lines and to compel
