appear before the next regular grand jury term of the said
Court.
SEC. 7. And be it enacted, That the Mayor and City Council
of Ellicott City be and they are hereby authorized and empow-
ered to negotiate, sell and dispose of the said bonds as herein-
before provided in Section 5 of this Act, or so many thereof as
may be necessary for the purposes of this Act, and the Mayor
and City Council are fully authorized to make all necessary
rules and regulations and to pass all necessary ordinances,
with penalties for their violation, and to do all other necessary
acts for the proper management, maintaining and repairing
the said water works and for the protection thereof.
SEC. 8. And be it enacted, That the funds realized from the
sale of said bonds shall be applied to the purposes of this Act,
and shall be paid by check signed by the Mayor and counter-
signed by the Registrar, and the said Mayor and City Council
are hereby empowered and authorized to pass such orders for
payment of money due for the construction of said water
works, or to the contractor or contractors for the construction
of the same, as shall, from time to time, be due or earned by
the contractor or contractors, in the prosecution of said works,
and also from time to time to pass orders for the payment of
the property purchased or condemned and for material fur-
nished in pursuance of the provisions of this Act, and may in
its discretion employ a competent hydrographic engineer to
superintend the work of constructing such water works.
SEC. 9. And be it enacted, That on the first Monday in June,
1910, there shall be a special election held in Ellicott City,
which election shall be held in the same manner and under the
same regulations set forth in and provided for by the Public
Local Laws for Howard County controlling elections in the
corporate limits of Ellicott City, for the purpose of submitting
the question as to whether this Act shall take effect, to the legal
voters of said town; provided, that at least three-fourths of
the registered voters of said Ellicott City who are taxpayers on
real estate therein shall have signified their request for said
election by petition signed by them and presented to the Mayor
or Council on or before the first Monday in May, 1910; and all
ballots at said election shall have printed on them the words
"For Water" and the words "Against Water;" and all persons
desiring to vote for the provisions of this Act shall mark out
the words "Against Water," and all persons desiring to vote
against the provisions of this Act shall mark out the words
"For Water." And at said election all persons legally regis-
tered and entitled to vote within the corporate limits of Elli-
cott City shall be entitled to vote upon this proposition. And
