duties as such treasurer. The said commission or a majority
thereof is hereby authorized, directed and required to receive
from the Mayor and City Council of Havre de Grace the bonds
hereinbefore authorized and directed to be issued, and to sell
the same upon the best terms possible; provided the prices at
which they are sold shall not be less than par or their face
value, and the proceeds shall be immediately placed to the
credit of said commission in a national bank or banks, at the
highest rate of interest obtainable, and shall be subject to the

check of said commission, to be signed by said treasurer and
countersigned by the chairman thereof. The said commission
is hereby authorized and empowered out of the proceeds of the

sale of said bonds to pay the debt due Mary Elma Fletcher un-
der a judgment recently recovered against the Mayor and City
Council of Havre de Grace in the Circuit Court for Harford
County and affirmed by the Court of Appeals of Maryland, and
to cause proper satisfaction of said judgment to be entered of
record. The said Commission is also authorized and directed to
improve the streets of said city in such manner and by such
methods as the said Commission or a majority thereof shall de-
termine, and to provide buildings and equipments for city fire
departments and for that purpose to employ and fix the com-
pensation of said treasurer and such assistants as engineers,
clerks, mechanics and laborers as may be necessary and proper
for carrying on all such work as they may need by virtue of this
Act; or the said Commission, in their discretion, may make a
contract or contracts for the accomplishment of the work afore-
said.

175H. It shall be the duty of said Commission or their suc-
cessors to render a statement of their expenditures, together
with a full account of their proceedings, to the Mayor and City
Council of Havre de Grace on the first days of July and Oc-
tober, January and April of each year during which they are
engaged in such work.

175I. Should any vacancy or vacancies occur in the member-
ship of said Commission by death, resignation or otherwise, a
majority of the members thereof shall have full power to fill
such vacancy or vacancies; provided, however, that the person
or persons selected shall be registered voters or taxpayers of
said city; and the said Commission is hereby, directed to keep
full and accurate minutes of its proceedings, which shall be
open to the public for their inspection on such reasonable terms
.as said Commission may prescribe.

SEC. 2. And be it further enacted, That all laws or parts
thereof inconsistent with this Act be and the same are hereby
