said county are collectible and collected, and when collected
the said special tax shall be applied, as hereinbefore provided,
to the payment of the said bonds as they severally mature, and
the interest thereon semi-annually, when and as hereinbefore
provided; which said bonds and coupons when issued, as here-
in provided, shall be non-contestable for any cause whatsoever,
and shall be exempt from all taxes, county and municipal,
levied in Dorchester County.

SEC. 10. And be it further enacted, That none of the pre-
ceding sections of this Act shall go into effect unless at an
election to be held on the first Tuesday after the first Monday
in November, in the year nineteen hundred and ten, a majority
of the qualified voters of Dorchester County, casting their votes
upon this question, shall vote in favor of the said aforegoing
provisions of this Act, the said ticket to be voted to be printed
on the congressional ballot to be used at said election, the said
ballot to be used at said election to have printed on them "for
the issue of bonds" and "against the issue of bonds," and shall
be counted and returned as other election returns are counted
and made.

SEC. 11. And be it further enacted, That as soon as practic-
able after the passage of this Act, the County Commissioners
of Dorchester County be, and they are hereby, authorized, em-
powered and directed to employ an expert engineer for the pur-
pose of ascertaining the feasibility and costs of the proposed
canal, and, if necessary, making a survey thereof; and the
said County Commissioners are hereby further authorized and
directed to publish, at least one month before the election to
be held as aforesaid on the first Tuesday after the first Monday
in November, in the year nineteen hundred and ten, in one or
more newspapers published in said county, the report in full
of said engineer so employed by them under this Section of
this Act; and for the purposes aforesaid the said County Com-
missioners are hereby further authorized, empowered and di-
rected to expend out of the general funds of said county, not
otherwise appropriated, a sum not exceeding two thousand dol-
lars ; and nothing in this, the eleventh section of this Act, shall
be affected by the result of said election provided for in Sec-
tion ten of this Act.

SEC. 12. And be it further enacted, That this Act shall take
effect from the date of its passage.
