Constitution, and he shall execute such bond or bonds to the
said Treasurer and Clerk as he may require.

121B. In the year nineteen hundred and ten the Treasurer
of Dorchester County and Clerk shall by all lawful means in-
form himself of all the real estate, buildings, improvements
and personal estate in the several election districts of said
county which are liable to taxation, but which are not assessed
on the tax books of the county, and he shall make out a list
thereof and value the said property at the full cash value there
of, and shall return such list to the County Commissioners on
the second Tuesday of May in said year, and they shall have
authority to revise and correct the valuation. The said Treas-
urer and Clerk shall be paid one dollar for each thousand dol-
lars' worth of property assessed. In the year 1911 and in each
subsequent year the collector in each election district of said
county shall be entitled to inform himself of all unassessed
property in his district, and to make out a list thereof, and
shall value the same, and to return such list to the County
Commissioners on the second Tuesday of May in the current
year, who may revise and correct the valuation; and said col-
lectors shall receive payment at the above rate.

121c. The collectors of State and county taxes in the sev-
eral election districts of the said county shall on the first Tues-
day of every second month or oftener if required return to the
County Commissioners a list of all taxpayers who have paid
their taxes during the previous two months, and the Treasurer
of Dorchester County and Clerk shall enter in a suitable book
properly indexed the name or names of such taxpayers as re-
turned to the County Commissioners from time to time by the
collectors in the several districts of said county.

121D. In the case of any mortgage now of record among the
Mortgage Records of Dorchester county, or that shall here
after be recorded among the said Mortgage Records, the tax
payable on said mortgage shall become payable, due and in ar-
rear, on the first day of September, in the year nineteen hun-
dred and ten, and on the first day of September in every subse-
quent year, during the existence of such mortgage. If the tax
is paid before it becomes payable, due and in arrear, a rebate
of two per centum on the amount of *the tax shall be allowed.
As soon as the tax on any mortgage in any year shall become
due and in arrear the Treasurer of Dorchester county and
Clerk, if the tax has not been paid, shall proceed with reason-
able diligence to enforce the payment thereof; he shall prepare
or cause to be prepared two similar written, typewritten, or
printed notices, and in each one of the same he shall state the
name or names of the mortgagee or mortgagees, of the mort-
