districts of said county all the State and county taxes, levied
by the County Commissioners and placed in the hands of the
collectors for collection, and he shall collect all moneys due
and owed to the said county from any and every source what-
ever, including the taxes charged on mortgages, and he shall
disburse all said moneys under the provisions of law and under
the order of the County Commissioners. It shall be his duty
promptly to deposit any and all moneys by him received and
collected in some bank or banks or in some banking institution
or institutions in Dorchester county, to be approved by the
County Commissioners. No account or other claim against the
county shall be paid by the said treasurer and clerk unless the
payment thereof has been previously ordered by the County
Commissioners, and all checks or drafts for withdrawing
money deposited as aforesaid in any bank or banking insti-
tution shall be signed by the said treasurer and clerk as treas-
urer of Dorchester county and clerk, and the same shall be
countersigned by the president of the Board of County Com-
missioners. On the first day of October, on the first day of
January, and the first day of April, following each and every
yearly levy, beginning with the levy of 1910, the treasurer and
clerk shall account with the State Comptroller, and he shall
pay over to the State Treasurer all the State taxes included in
said levy, which he has previously collected, but not paid over,
and on the first day of June following the said levy he shall
account with the State Comptroller and he shall pay the State
Treasurer the entire amount of the State taxes embraced in
said levy, less allowances for insolvencies and removals. The
Treasurer of Dorchester County and Clerk shall perform all
the duties and services now required by law of the clerk of
the County Commissioners, or which may be hereafter required
of the same by law, or which may be required of him by any
order of the County Commissioners. He shall have charge of
all records, papers, books and other things appertaining or
belonging to the County Commissioners, and he shall not allow
any of said things to be removed or taken from their office or
custody, except in obedience to a summons or order of a Court
of law or equity, or upon the written authority of the County
Commissioners. Before he enters upon the discharge of the
duties of his office the "Treasurer of Dorchester County and
Clerk," whether appointed or elected, shall as such take and
subscribe before the Clerk of the Circuit Court for said county
or one of his deputies, the oath of office, prescribed in Section
six of Article one of the State Constitution, and, further, the
said official shall execute and present to the said County Com-
missioners, for their approval, a bond to the State of Mary-
land in the penalty of twenty thousand dollars in reference to
