758 LAWS OF MARYLAND.

first, 1868, were entitled to vote in the State of Maryland, or
would have been entitled to vote in the State of Maryland at
that time had they been residents thereof at a State election.
And the lawful male descendants of any person who prior to
January the first, A. D. 1868, were entitled to vote in the State
of Maryland, or would have been entitled to vote in the State
of Maryland at that time had they been residents thereof, shall
annually on the first Monday in May elect five persons who
have paid town or county taxes for at least one year prior to
said election, and who shall have resided in said town for one
year nex't preceding said election, as the town commissioners
of La Plata to serve for one year from the first day of June
next succeeding their election, or until their successors shall
be elected and qualified, and no person not coming within one
of the three enumerated classes shall be registered as a legal
voter of the town of a La Plata or qualified to vote at any
town election held in said town.

94. The town commissioners shall annually on or before the
first Monday in April give notice by handbills posted in con-
spicuous places in said town of La Plata or by publication in
some newpaper or newspapers published in said town or by
both handbills posted as aforesaid and by publication as afore-
said of the election to be held for town commissioners of La
Plata in that year, naming the house or place to be selected by
them at which said election shall be held, and the hours the
polls shall be opened and closed respectively, and they shall,
at least ten days before such election, appoint three persons as
judges, who shall conduct the election; the polls shall be opened
at 2 o'clock P. M., and closed at six o'clock P. M.; if any of
such judges of election shall refuse or decline or be unable to
act as such the town commissioners shall fill the vacancy.
Should any of such judges fail to appear at the time and place
for opening the polls and holding the election the remaining
judge or judges shall fill the vacancy; the said judges shall
serve without pay, and shall promptly make their returns and
without unreasonable delay to the town commissioners certify-
ing nnd declaring what persons have been elected town com-
missioners of La Plata at said election, and the town commis-
sioners to whom such returns are made shall determine all
questions arising upon said returns, and shall cause the said
certificate and declaration of the said judges of election to be
recorded among the records of the corporation. The first elec-
tion held under this Act shall be held on the first Monday in
May, in the year 1910. The voting at all elections held under
the provisions of this Act shall be by ballot, on which shall be
written the names of five persons and no more, possessing the
qualifications for town commissioners of La Plata, as pre-
