SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

ARTICLE IX.

CHARLES COUNTY.

CHAPTER 367.

AN ACT to repeal Chapter 259 of the Acts of the General As-
sembly of Maryland, of the Session of 1906, entitled "An
Act to Regulate the Printing and Publishing to Be Done by
the Board of County School Commissioners of Charles Coun-
ty," and re-enact the said Chapter 259 of the Acts of 1906.
with amendments, so as to read as follows:

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 259 of the Acts of 1906 of said General
Assembly be and the same is hereby repealed and re-enacted
with amendments so as to read as follows:

SEC. 2. The Board of County School Commissioners of
Charles County shall publish in two newspapers published in
said county, if there be two newspapers representing the two
political parties, which at the last election preceding the ter-
mination of the respective fiscal years polled, respectively, the
largest number of votes cast in said county, a statement of all
receipts and disbursements, including all money received and
expended on account of text-books, and a statement of the in-
debtedness of the board at the close of the fiscal year, and the
items of expense of the several public schools in Charles coun-
ty, as now required to be published by said board, under the
provisions of Section 27 of Article 77 of the Code of Public
General Laws of Maryland, title "Public Education," sub-title
"County School Commissioners," and including, also, all other
matters of which the public should be informed, in the discre-
tion of said Board; provided, however, that said Board of
County School Commissioners shall not allow, as compensa-
tion or consideration for the publications hereinbefore men-
tioned more than the current rates charged by said news-
papers for such like advertising; and that the aggregate sum
paid both of said newspapers shall not exceed the sum of two
hundred and fifty dollars ($250) for any one fiscal year; and
provided further, that in event the publishers or managers of
either of said newspapers shall refuse to publish all of the pub-
