SEC. 5. And be it enacted, That nothing in this Act shall
apply to any farmer or other person raising or buying any live
stock to feed, fatten, or otherwise improve, or prohibit him
from marketing the same; nor to butchers buying live stock to
be slaughtered and sold within said counties.

SEC. 6. And be it enacted,, That all Acts and parts of Acts
inconsistent herewith are hereby repealed, and that this Act
shall take effect from the date of its passage.

CHAPTER 265.

AN ACT to repeal and re-enact with amendments Chapter 693
of the Acts of the General Assembly of Maryland, Session of
1908, entitled an Act to add seven additional sections to Ar-
ticle 8 of the Code of Public Local Laws, title "Cecil Coun-
ty," sub-title "Elkton," to be known as Sections 138b, 138c,
138d, 138e, 138f, 138g and 138h, providing for the construc-
tion and maintenance of a sewerage system for the town of
Elkton, in Cecil county, and providing for the issuance of
town bonds to pay for the same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 693 of the Acts of 1908, entitled an Act to
add seven additional sections to Article 8 of the Code of Pub-
lic Local Laws, title "Cecil County," sub-title "Elkton," to be
known as Sections 138b, 138c, 138d, 138e, 138f, 138g and 138h,
be and the same are hereby repealed, and said sections are re-
enacted so as to read as follows:

138b. The President and Commissioners of the town of Elk-
ton, Cecil County, together with Dr. Howard Bratton, Fred T.
Haines, Charles B. Finley, Sr., Charles R. Foard, Alfred B.
Davis, Frank P. Price, William S. Evans, George R. Ash,
Henry Vinsinger and Roger Witworth, citizens and taxpayers
in said town, who on all matters relating to the building and
construction and completion of a sewage system for said town
are each to have a vote on any question which may arise relat-
ing to the location and construction of said sewer system and
the payment for the same as fully as if they were members of
the Board of President and Commissioners of the town of Elk-
ton ; shall have full power to construct and pay for a general
system or systems of sewers for said town; provided, that be-
fore the construction of said sewers shall actually be begun
the said President and Commissioners of the town of Elkton
shall first submit said proposition to the vote of the legally
