CECIL COUNTY. 707

SEC. 3. And be it farther enacted, That the said Burgess
and Commissioners be and they are hereby authorized and em-
powered to levy annually a special tax, not to exceed six cents
on each one hundred dollars' worth of taxable property within
the corporate limits of said town, and the proceeds therefrom
to be applied to the payment of the interest on said debt, and
the balance to be paid on the principal; provided that when
^said debt and the interest thereon have been fully paid, then
said special tax shall cease.

SEC. 4. And be it further enacted, That before this Act
shall take effect it shall be submitted to the qualified voters of
said New Windsor for their approval or rejection at the next
annual election for officers in said New Windsor; and, should
the same be rejected by a majority of said qualified voters, then
this Act shall be null and void; otherwise to be and remain in
full force, and effect.

SEC. 5. And be it further enacted, That this Act shall take
effect from the date of its passage.

ARTICLE VIII.

CECIL COUNTY.

CHAPTER 678.

AN ACT to repeal Section 190 of Article 8 of the Code of Pub-
lic Local Laws, title "Cecil County," sub-title "North East,"
as amended by Chapter 751 of the Acts of 1906, and also to
repeal Sections 191, 192, 193, 194 and 195 of said Article 8,
and to re-enact said sections thus repealed, with amend-
ments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 190 of Article 8 of the Code of Public Local
Laws, title "Cecil County," sub-title "North East," as amended
by Chapter 751 of the Acts of 1906, and also Sections 191, 192,
193, 194 and 195 of said Article 8, be and the same are hereby
repealed and re-enacted with amendments, as follows:

SEC. 190. Said board shall consist of five persons—a presi-
dent and four commissioners—who shall be citizens of the
United States, at least twenty-five years of age, and bona fide
residents of said town for at least two years next preceding
the date of their election, and shall each in his own right or in
the right of his wife own taxable property in the town assessed
at not less than six hundred dollars; and all male citizens of
the United States above twenty-one years of age who shall own
property assessed in the limits of the town and shall have paid
their tax; and all male inhabitants of the town, citizens of the
