for any other reason than incompetency or neglect of duty.
Complaints of such a character shall be filed in writing with
the County Commissioners, who shall set a day for considering
such charges or complaints, of which hearing the County Road
Engineer shall have at least five days' notice in writing; and
in case the County Road Engineer shall be removed from his
position during the term for which he is appointed he may,
within ten days' from the notice of dismissal, ask from the
County Commissioners their reason therefor in writing, and
appeal the matter to the State Roads Commission, whose deci-
sion shall be final; provided, said appeal shall be made to the
State Roads Commission within twenty days from the date of
the notice of removal.

213c. That from and after the passage of this Act the Coun-
ty Road Engineer of Caroline County shall, on or before the
tenth day of April, in the year 1910, and on or before the first
day of March in every year thereafter, make up a schedule of
the public roads and bridges to be worked, repaired or rebuilt
during that year, and the extent of the work and repairs to be
done thereon, and present same to the County Commissioners,
the total amount of said schedule not to exceed ninety per cent,
of the amount levied for such purposes. The remainder of ten
per cent, of the said road levy to be kept in reserve for use in
making such temporary repairs to any and all other roads and
bridges in said county as the safety and convenience of public
travel may require. And provided further, that nothing in
this Act shall be taken or construed to interfere with, or re-
late to, any contract work of any of the roads or bridges in
said county now or hereafter to be entered into by said Com-
missioners.

213d. That at all times while the teams and road equip-
ments are engaged in the regular road work they shall be under
the exclusive control and management of the County Road En-
gineer, but at all other times when the team is not working
they shall be under the control and management of the County
Commissioners; and it shall be the duty of the County Road
Engineer to submit to the County Commissioners for theft
information the prices of all bridges and road material recom-
mended by him to be purchased for use in the repair or rebuild-
ing of the roads and bridges, as hereinbefore provided to be
repaired or rebuilt, before same shall be purchased by the
County Commissioners, and also the quantity, price and qual-
ity of food required for the teams. It is expressly understood
that all materials, supplies, feed, equipment, etc., for use on
the county roads and bridges are to be purchased by the Coun-
ty Commissioners of Caroline County, and same shall be in-
